New Collective Agreement
JINR Director Grigory Trubnikov congratulated the participants on the 70th anniversary of JINR. In his speech, he presented the main results of the Institute. At the same time, he highlighted that there is no shortage of information at the Institute, relevant news is communicated to employees in a timely manner. STC regularly holds meetings on current issues in an open mode, holds meetings of the public Council for Relations with Local Self‑Government Bodies, information on the decisions of the CP and the JINR Scientific Council is promptly posted on Institute information resources.
The main scientific result is the holding of the first full‑fledged 13‑month session at VBLHEP to test various systems of the NICA Collider and to adjust them. There was also a session of statistics accumulation on xenon nuclei beams at the BM@N experiment. This is the success of the entire Institute, all laboratories, the result of a 10‑year journey.
The Baikal Neutrino Telescope successfully develops in DLNP that has reached an effective volume of 0.8 cubic meters. km and is the largest facility of this type in the Northern Hemisphere.
FLNP held three sessions at the IBR‑2 reactor after several years of shutdown for modernization. A record number of applications for beamlines of IBR‑2 from around the world were received, 2 times more than available opportunities to satisfy them.
In FLNR, three cyclotrons operate for the experiment. Work begins on the synthesis of element 119 of the periodic system.
All services of the Institute are involved in the listed laboratory work.
The services of the CPED, CCD were reformed. The change of directorate in the HRCM Office significantly increased the efficiency and quality of the department’s work, improved working conditions, and increased workers' wages. It is planned to modernize the canteen at the VBLHEP site. Design of a new VBLHEP checkpoint similar to the one built at DLNP site has been completed. Two parking lots for employees were built near the VBLHEP site.
For the anniversary of JINR, major repairs and reconstructions were carried out: Sports Club, the Stadium “Nauka”, the Hotel and Restaurant “Dubna”, the Resort Hotel “Dubna”, the service housing stock is currently updated, administrative buildings in Ratmino and Lipnya are renovated, others.
JINR employees received more than three hundred awards (city, regional, federal and international). Social spending in 2025 increased 3 times compared to 2024.
A sociological survey was conducted on the degree of satisfaction of employees (750 employees took part in it): work, working and living conditions, others, the results of which will be discussed at the next meetings of the STC. The degree of satisfaction has increased compared to surveys of previous years.
JINR wages increase faster than wages in the country's scientific field. At the same time, the budget increases in response to the growth of scientific results and labor efficiency. Member States demand an increase in the efficiency of the Institute's staff in the main areas of JINR's activities.
After the speech, Director of the Institute presented awards of JINR, cities and regions to distinguished workers.
Chairman of the TUC V. P. Nikolaev presented information on the implementation of the "Collective Agreement of the Joint Institute for Nuclear Research for 2023‑2026" in 2025. In accordance with the Collective Agreement, Directorate took measures to maintain the level of the average monthly salary at the Institute not lower than the level of the average monthly salary in the Moscow Region.
The average monthly salary at JINR increased by 20.9%.
Indexation of the salary (tariff) part of the salary of all employees by 4% was carried out, the salary (tariff) part of the salary of employees was increased by 10,000 rubles; employees of self‑accounting divisions for no more than 10,000 rubles at the expense of the divisions own funds; increased payments for candidate and doctoral degrees.
The monthly salary was set not lower than 23,000 rubles, the minimum established by the Agreement on the minimum wage in the Moscow Region between the Government of the Moscow Region, the Moscow Regional association of trade union organizations and employers' associations of the Moscow Region.
Financing of measures to improve working conditions amounted to 13,9934,555.09 rubles in 2025. Employees were provided with workwear, footwear, and personal protective equipment in a timely manner and free of charge in accordance with applicable standards. Employees were provided with medical and preventive nutrition, milk or other equivalent food products, which this nutrition is provided for by applicable regulatory documents. The cost of food stamps was indexed in accordance with the consumer price growth index. Employees engaged in work with harmful working conditions were provided with benefits and compensation in accordance with the Collective Agreement.
The Institute has not registered any production‑related accidents.
There is a voluntary health insurance system (VHI), according to which JINR employees are insured. The Institute's VHI costs in 2025 exceeded 60 million rubles.
1022 preferential vouchers were distributed to the Resort Hotel “Dubna” in Alushta, including 258 for children, 1125 preferential vouchers were planned. 120 people visited sanatoriums on preferential vouchers.
Measures were taken to ensure the regular functioning of parking lots near the checkpoints and buildings of the Institute.
Assistance was provided to the organization of JINR veterans during festive evenings, honoring veterans.
In 2026, the "Joint Institute for Nuclear Research 2023‑2026 Collective Agreement" expired. The Joint Committee for Monitoring and Verifying the Implementation of the Collective Agreement decided to take the text of the current agreement as a basis, considered proposals for amendments to it and prepared appropriate amendments.

2.1.11 When combining professions (positions), performing work with a smaller number of personnel than provided for by the staffing table, time standards or staffing standards, performing the duties of temporarily absent employees without exemption from their main work, make additional payments. The specific amount of additional payments is determined by the agreement of the parties, taking into account the content and (or) the amount of additional work.
2.1.14 Pay overtime work on the basis of wages, including compensation and incentive payments of a permanent nature provided for by the JINR wage system, for the first two hours in one and a half for subsequent hours in double the amount...
3.5 Employees who have received a notice of dismissal due to a reduction in the number or staff should be provided with two additional paid days off (shifts) per month to find a new job while maintaining average earnings, taking into account the conditions of the production process and the opinion of the authorized representative of employees of the structural unit.
In paragraphs 2.1.15, 3.2, 4.2, 6.3, 7.2.6, the wording was clarified while maintaining the content. In clauses 6.7, 6.9, payments were indexed by 10,000 rubles.
The Сonference adopted a resolution:
- to consider the obligations assumed by the parties under the "Collective Agreement of the Joint Institute for Nuclear Research for 2023‑2026" in 2025 mainly fulfilled;
- to conclude the "Collective Agreement of the Joint Institute for Nuclear Research for 2026‑2029" agreed by the parties;
- to annually hold a conference of JINR employees with a report of the parties on the implementation of the Collective Agreement by TUC and if necessary, to make additions and amendments to it.
