New appointments

At the 133rd session of the JINR Scientific Council Dr. Sci. in Physics and Mathematics Sergey V.SHMATOV was elected Director of the Meshcheryakov Laboratory of Information Technologies and Cand. Sc. Physics and Mathematics Egor V.LYCHAGIN was elected Director of the Frank Laboratory of Neutron Physics.

S.V.Shmatov was born on 2 November, 1972 in the city of Alma-Ata, USSR. In 1995, he graduated from the Moscow Engineering Physics Institute. In 2002, he defended his thesis for Candidate of Physics and Mathematics, in 2020 - for Doctor of Physics and Mathematics.

1995-2003 - Junior researcher, researcher at the Laboratory of High Energy Physics;

2003-2004 - Group leader at the Laboratory of Particle Physics;

2004-2006 - Head of Sector at the Laboratory of Particle Physics;

2006-2023 - Head of Sector at the Laboratory of High Energy Physics.

In the 1990s, he participated in experiments on Synchrophasotron/Nuclotron, JINR, since 1996 - in experiments on CMS, CERN.

2002-2023 - Coordinator of the organization of data transmission, storage and management of CMS collaboration in the Russian segment of the Tier2/Tier1 grid infrastructures; participant, scientific secretary and co-chair of the Programme and Organizing Committees of more than 30 international seminars, conferences, schools and other scientific events;

Since 2004 - Head of the JINR Physics Research Programme at the CMS facility, LHC (CERN);

Since 2022 - Member of the Science and Technology Council of MLIT, deputy representative of JINR in the CMS collaboration.

Since 2002, S.V.Shmatov has been supervising diploma and bachelor's theses, master's and candidate's dissertations, giving lectures and seminars at schools on high energy physics and computational physics. In 2003-2006, he was a teacher at the JINR University Centre, in 2012-2020 - Associate Professor at the Department of Fundamental problems of microworld physics at Dubna State University, since 2020 - Professor of this Department.

He is the author of more than 110 scientific papers and reviews on elementary particle physics, the search for physics beyond the Standard Model, heavy ion physics, high energy physics software and computing and co-author of about 1200 scientific papers within the framework of the CMS collaboration.

E.V.Lychagin was born on 17 July, 1973 in the city of Dimitrovgrad, Ulyanovsk Region, USSR. In 1991-1996, he studied at the Faculty of Experimental and Theoretical Physics at the Moscow Engineering Physics Institute. In 1997-2000, he was a postgraduate student of the UC JINR. In 2008, he defended his thesis for Candidate of Physics and Mathematics. Since 1996, he has been working at the Frank Laboratory of Neutron Physics: trainee researcher, junior researcher, researcher, head of sector, FLNP Deputy Director for Research. His scientific interests are in slow neutron physics, interaction of ultracold neutrons with matter, fundamental properties of neutron. He is co-author of more than 70 scientific papers.

2002-2007 - Assistant Manager of the ISTC project "Direct measurement of the n-n scattering cross section at the JAGUAR pulsed reactor";

2005 - Scientific Secretary of the International meeting "Research in giant pulses of thermal neutrons from pulsed reactors and in large accelerators traps";

2012-2022 - Scientific Secretary of the annual International Seminar on Interaction of Neutrons with Nuclei (ISINN);

Since 2013 - Member of the editorial board of the journal "Physics of elementary particles and atomic nuclei".

He teaches at Dubna State University and at Moscow State University. In 2018-2022, he was the supervisor of two undergraduate, a master's, a postgraduate and a doctoral students at Dubna University.

E.V.Lychagin's scientific papers were awarded Frank (2002) and Shapiro (2006) Scholarships, a number of FLNP and JINR Prizes. He was awarded the JINR Honorary Diploma for many years of fruitful work (2016) and the Gratitude of the Ministry of Science and Higher Education (2020).
