On the JINR Collective Agreement for 2023-2026

On 22 February, JINR Directorate and the Joint Trade Union Committee held a Conference on summarizing the implementation of the Collective Agreement of the Joint Institute for Nuclear Research for 2020-2023 and the conclusion of a new agreement for 2023-2026 in the International Conference Centre.

In his speech, JINR Director Grigory Trubnikov informed about the main objectives of the new Seven-Year Plan, about the plans to develop the infrastructure of the Institute and the Medical Unit No.9, about overcoming the consequences of the imposed sanctions and about the work of the JINR Administration to improve the activities of divisions maintaining the infrastructure of the Institute (based on the results of two sociological surveys of employees). Chairman of the Joint Trade Union Committee Valery Nikolaev presented, in accordance with the decision of the Joint Trade Union Committee, the results of the implementation of the Collective Agreement for 2020-2023 and the proposals of the Joint Committee on the text of the Collective Agreement of the Joint Institute for Nuclear Research for 2023-2026.

In accordance with the Collective Agreement, JINR Directorate took measures to maintain the level of the average monthly wage at the Institute not lower than the level of the average monthly wage in the Moscow Region. The average monthly salary increased by 5.9% and amounted to 94460 rubles that is higher than the average salary in the Moscow region. In 2022, the salary (tariff part) of wages of all employees was indexed by 5% in accordance with the resolution of the JINR Committee of Plenipotentiaries on the Budget for 2022 and obligations under the Collective Agreement. The minimum wage in accordance with the Collective Agreement and the agreement on the minimum wage in the Moscow Region was set at 17930 rubles. The obligations of the employer on various compensation payments the amount of which was determined by the Collective Agreement were fulfilled: for work in harmful working conditions, for combining professions, for work in the evening and at night, for overtime work, for performing work of various qualifications. Employees were provided with additional leave as specified in the Collective Agreement for various reasons. Upon termination of employment contracts with employees, in accordance with the Collective Agreement, severance pay was paid in excess of the norms established by the Labour Code.

Healthy and safe working conditions were maintained at the Institute. Financing of measures to improve working conditions in 2022 amounted to 105 732, 942.71 rubles. Employees were promptly and free of charge provided with overalls, protective footwear, personal protective equipment in accordance with current standards. The employees were provided with therapeutic and preventive meals, milk or other equivalent food products who this nutrition is provided for by the current regulatory documents. The cost of food coupons was indexed in accordance with the consumer price growth index.

A total of 915 people (164 of whom were children) stayed at "Dubna" SPA and Resort Hotel in Alushta, on subsidized prices for trips. In 2022, Directorate of the Institute decided to allocate vouchers to the SPA and Resort Hotel for children of the Institute's staff members from the age of two.

All interested employees with a doctor's referral, about 89 people visited health resorts on preferential vouchers.

78 schoolchildren spent their holidays in city camps based on city schools. 114 schoolchildren visited the suburban municipal camp "Sosnovy Bor" (4 shifts). The Institute paid 50% of the total cost of camp vouchers. In 2022, a little over 50% of employees' applications for vouchers were satisfied. The vouchers were distributed by the Children's Joint Trade Union Committee in accordance with the approved regulations. Most of the vouchers were provided to the children of preferential categories (large families, single-parent families and others). In 2023, at the suggestion of the city tripartite Committee for the regulation of social and labor relations, the budget of the city of Dubna provided 5 million rubles for the development of a project for a new dormitory building in the camp "Sosnovy Bor" for its subsequent construction.

The Administration of the Institute took measures to ensure the regular functioning of car-parking space.

There was a system of voluntary medical insurance (VMI) under which JINR employees were insured. The Institute's expenses for VMI in 2022 amounted to about 41 million rubles.

In 2022, the agreement between JINR and Medical Unit No.9 on the provision of medical services for the employees of the Institute was valid.

On 3 March, 2023, the validity of the Collective Agreement of the Joint Institute for Nuclear Research for 2020-2023 expired. The Joint Committee for the preparation of the Collective Agreement decided to take the text of the current agreement as a basis, considered the proposals received to amend it and prepared the appropriate amendments. The procedure for paying wages has been changed (changes in the Tax Code of the Russian Federation), the wording on the amount of compensation payments for work in harmful working conditions has been clarified, the wording has been clarified when determining the amount of additional leave in harmful working conditions, the procedure for additional payment for combining professions has been supplemented, the amount of financial aid in the event of the death of an employee and the birth of a child has been significantly increased, the obligations of the employer and employees to comply with fire safety requirements have been supplemented and some other additions have been adopted, provided for by changes in legislation in the Russian Federation.

Having considered additions and amendments to the Collective Agreement of the Joint Institute for Nuclear Research for 2023-2026, at the suggestion of the Joint Trade Union Committee, the Conference decided: to consider the obligations assumed by the parties under the Collective Agreement of the Joint Institute for Nuclear Research for 2020-2023 to be mostly fulfilled in 2022, to conclude the Collective Agreement of the Joint Institute for Nuclear Research for 2023-2026 agreed by the parties, to hold an annual conference of the JINR labour staff with a report from the parties on the implementation of the Collective Agreement and if necessary, to make additions and amendments to it.
