JINR staff support: figures and facts

On 12 February, the Joint Trade Union Committee of JINR (TUC) approved a report on the work of the Trade Union in 2025 and recognized the work as satisfactory.

The Trade Union carried out work in the areas of activity provided for by the Charter of the Trade Union and the Legislation of the Russian Federation. During the reporting period, the Joint Trade Union Committee carried out constructive cooperation with JINR Director on social and labor issues. The obligations of the parties under the "Collective Agreement of the Joint Institute for Nuclear Research for 2023-2026" in 2024 were recognized on 6 May, 2025 by the decision of the JINR Labor Collective Conference as executed.

The Administration of the Institute requested a reasoned opinion of the Trade Union in cases provided for by the Labor Code of the Russian Federation. Most of the regulatory documents in the field of social and labor relations were adopted in agreement with the Trade Union. A Labor Protection Agreement has been concluded between Directorate of the Joint Institute for Nuclear Research and the Joint Trade Union Committee for 2025 (Agreement).

The implementation of the Agreement and Section 5 of the Collective Agreement "Labor Protection" was monitored. All labor protection instructions were adopted in agreement with TUC. In accordance with the Collective Agreement, the cost of coupons for medical and preventive food and milk was indexed.

The implementation of measures to improve the conditions and labor protection in JINR, provided for by the Agreement, was ensured. Funding amounted to 139 934 555 rubles.

The Trade Union monitored the Union members for compliance with labor legislation on hiring and dismissal, reducing the staff, providing benefits and guarantees during work and when releasing workers, as well as assigning a pension for work in harmful working conditions. Violations of the provisions of the Labor Code of the Russian Federation and the Collective Agreement in relation to SIM Office watchmen (remuneration, organization of shift work, accounting and payment for overtime and work on weekends) were revealed. The identified violations were eliminated, wage arrears were paid to employees with compensation for the delay in accordance with the Labor Code of the Russian Federation. By a court decision, the dismissal of the DLNP employee was canceled and compensation for moral damage for violation of labor rights was paid.

The representatives of the Trade Union took part in the work of joint committees with the Administration of the Institute: to monitor the implementation of the Collective Agreement; social insurance; on labor disputes; occupational safety committee. The Chairmen of TUC took part in the work of the Director's meetings and STC of the Institute's divisions.

In the reporting period, in accordance with the decision of the CP on the budget of the Institute, the salary (tariff) part of the salary of all employees was indexed by 4%, the salary (tariff) part of the salary of employees was increased:

  • budget divisions for 10,000 rubles;
  • employees of production (self-supporting) divisions for no more than 10,000 at the expense of the divisions' own funds.

The average monthly salary at the Institute increased by 20.9% and amounted to 140,776 rubles in 2025. The largest increase in average wages by staff category of the Institute is in the wages of workers, engineers and employees. Among the production self-accounting divisions, the largest increase in wages is in the RCS and HRCMO that reached payback.

Employees bought vouchers to sanatoriums in the country and neighboring countries on their own. After treatment (confirmed by the contract with the sanatorium for the provision of medical services), employees, according to applications to the Social Insurance Committee, received compensation for the cost of the voucher in the amount of 2135 rubles, if the duration of the voucher is at least 10 days and there is a doctor's referral. Compensation received 120 (89 in 2024) people.

1125 (600 in 2024) preferential vouchers were scheduled for the Resort Hotel "Dubna" in Alushta, 1022 (756) were distributed, including 258 (108) children's vouchers, 45 (38) vouchers for the full cost. Despite the difficulties of travel, most vacationers are satisfied with the rest in the Resort Hotel. Not everyone having submitted an application on time was provided with vouchers.

The Children's Committee of TUC took an active part in:

  • organization of summer holidays for children of the Institute employees (prepared an application for vouchers to children's health camps in summer, documents for obtaining vouchers);
  • determined the list of children for receiving New Year's gifts and distributed them (1763 gifts worth 1150 rubles);
  • organized entertainment and educational events for children.

The children and employees of the Management, BLTP, FLNR and DLNP attended New Year's performances in the Kremlin Palace.

70 (77 in 2024) children visited city health camps; in the suburban Recreation Camp "Sosnovy Bor" - 103 (79) children; in the suburban Recreation Camp "Salyut" - 17 (7) children; in additional urban commercial camps - 49 (40) children.

In all camps, parents paid 50% of the cost of the voucher, 50% was paid by the Institute.

The Joint Trade Union Committee and the Trade Union Committees of Divisions organized excursion tours: Izhevsk - Votkinsk - Sarapul (May); Smolensk - Vyazma (May); Kineshma - Ples (May, June); Arkhangelsk - Nenoksa - Kholmogory (July), others.

Visits to Moscow theaters, concert venues, exhibitions, the Kimry Drama Theater, trips to shopping and leisure centres in Moscow are organized. The Union's expenses in 2025 for cultural work amounted to 3,090,096 rubles. R. M. Bazlova (VBLHEP), E. Yu. Malova (DLNP), A. V. Kovaleva (Management), S. P. Ershova (FLNR), O. E. Kapitonova (SIM Office) actively worked in the TUCs of the departments.

JINR Directorate presents sports facilities to employees for 50% of the cost. TUC pays 25% of the costs of Union members involved in health groups. They are regularly engaged in physical education and sports at the sports base of the Institute of 1200-1300 Union members. The Union's expenses for sports work amounted to 2,938,100 rubles.

Medical care for employees was carried out under compulsory and voluntary health insurance (VHI) programmes. VHI financing amounted to more than 60 million rubles.

The Trade Union Committees of the JINR divisions analyzed the implementation of the Collective Agreement, made proposals for its amendment and supplement, took part in Director meetings, in meetings of other collegial bodies managing the work of the divisions, analyzed the state of working conditions and monitored the implementation of Labor Protection Regulations. They provided material assistance to Union members totaling 13,091,500 rubles. They organized work on the allocation of vouchers to the Resort Hotel "Dubna" and schoolchildren's camps. They carried out cultural and sports work among employees, organized excursions, established sections and health groups.

The Audit Committee of TUC regularly carries out audits of the expenditure of the Trade Union budget. The main income of TUC consists of Trade Union contributions and bank deposits for temporarily available funds. The funds were spent in accordance with the current Regulatory Documents and decisions of TUC and PC divisions of the Institute. The financial activities of TUC are also controlled by the Accounting and Control Department of the Central Committee of Russian Trade Union of Nuclear Energy and Industry Workers. No comments were recorded.

Chairman of TUC took part in the work of the JINR STC, of the city tripartite committee for the regulation of social and labor relations and is a member of the Central Committee of the Russian Trade Union of Nuclear Energy and Industry Workers.

Chairman of TUC constantly hosted the reception of Union members on various issues.
