The 17th International Conference on High Energy Accelerators (in the photo) brought together 216 leading experts in accelerator physics and technology in Dubna.

Compared to the previous Conference (in Hamburg), HEACC-98 attracted fewer participants, but they were true leaders in accelerator science. Therefore, the invited papers and discussions focused on problems, fundamentally new achievements and prospects. The Dubna Conference served as a prototype for future HEACC conferences that will be held in this format: with a relatively small number of participants, true leaders of their research centres, an emphasis on invited papers, a more discussion-oriented nature of the sessions and the involvement of promising young people.

At the traditional briefing, Mayor V.E.Prokh touched upon perhaps all the vital current issues.

  • Heat supply: discussions with the heads of the city's energy supply companies regarding financing arrangements have been completed. Winter preparations are complete: one boiler and some heating mains have been repaired and reserve fuel has been stockpiled in excess of the regional standard for Dubna.
  • Finances: there are no revenues from the regional budget, loans are impossible - the city has its own resources. However, the delay in payments to public sector employees is minor: teachers' payments for July are almost complete and payments for August have begun. The payment procedure has been changed and city hall employees are the last of the city's public sector employees to receive their salaries. Dubna also suffered from the banking collapse, some payments are stuck, but city officials do their best to remeet the issue.
  • Vegetable storage for the winter: this year, the Taldomsky District has had a good potato harvest and the issue of purchasing and storing it in households was discussed with farm managers. This is cheaper for the city than storing it in the ORS vegetable storage facilities.
  • Unemployment: providing with new jobs is a difficult and lengthy process, but the city administration tries to address this issue. 500 workplaces have been created at the plant "Ecomebel", located on the production facilities "Tenzor". Negotiations are underway to increase capacity at the ZZHBIiDK plant. The city's programme to reform the DMZ has received support at the regional level.
