In the Trade Union Committee On the execution of the Collective AgreementAt the conference of the JINR labor staff that was held on 6 May, the results of the implementation of the parties' obligations under the "Collective Agreement of the Joint Institute for Nuclear Research for 2023-2026" in 2024 were considered.In accordance with ILO Convention No. 135 and Articles 29, 30 of the Labour Code of the Russian Federation, the interests of employees in social partnership are represented by the primary trade union organization. A collective agreement is a legal act regulating social and labor relations in an organization and concluded by the employees and the employer represented on behalf of their representatives. JINR Director Grigory Trubnikov spoke at the Conference with information about the main results of the work of the subdivisions in 2024 and the current situation at the Institute. He thanked the staff of the Institute for productive work in 2024 and highlighted the efficiency of the JINR TUC in meeting a wide range of issues concerning the social and labor relations of JINR employees. Grigory Trubnikov emphasized the importance of the JINR status as an international intergovernmental organization ensuring stable development of scientific potential. "The Joint Institute for Nuclear Research successfully functions and develops exclusively due to the systemic support of all Member States," he highlighted. JINR Directorate makes every effort to create the most attractive working conditions and comfortable life of its staff and their families in Dubna. In 2025, the Institute considers new ways of support for specialists involved in priority scientific projects, as well as those involved in mentoring. These steps are aimed at strengthening the personnel potential and increasing the attractiveness of work in JINR. TUC Chairman Valery Nikolaev presented the information on execution of the "Collective Agreement of the Joint Institute for Nuclear Research for 2023-2026" in 2024, approved by the committee to verify the execution of the Collective Agreement that consists of an equal number of representatives of Directorate of the Institute and the Trade Union. Under section 1 The level of protection of labor rights of the citizens of the Russian Federation entering into labor relations with the Institute and performing labor activity on the territory of the Russian Federation cannot be lower than that established by the labor legislation of the Russian Federation. Under section 2 2.1.5 Taking measures to maintain the level of the average monthly salary of employees not lower than the level of the average monthly salary in the Moscow Region, provided that these measures are supported by the Institute's budget articles. The average monthly salary increased by 11.6% and amounted to 116,360 rubles in 2024 that is higher than the average monthly salary in the Moscow Region. Under execution. 2.1.6. For increasing the level of the real content of salaries, to index them annually concerning the increase of consumer prices for goods and services in accordance with the procedure established by laws and other normative legal acts, when the Committee of Plenipotentiary Representatives of the Governments of the JINR Member States includes the corresponding expenses in the Institute's budget. The salary (tariff) part of wages of all employees was indexed by 1%, the ranges of official salaries were indexed by 1%, the salary (tariff) part of wages of employees was increased: budgetary subdivisions - by 10,000 RUB; employees of production (self-financing) subdivisions - by at least 10% but not more than 10,000 RUB. In order to reduce the difference in incomes of employees of different categories, Directorate purposefully applied the mechanism of increasing salaries and wage rates by a fixed amount. As a result, the largest increase in average salary by categories of the Institute's personnel was for workers by 23.8% and for engineers - by 21.6%. Under execution. 2.1.9. Providing in the Institute's budget the expenses for payment to the employees that have completely worked the standard number of working hours and completed the established norms of labor (labor duties) a monthly salary not lower than the amount established by the Agreement on the minimum wage in the Moscow Region between the Government of the Moscow Region, the Moscow Regional Association of Trade Union Organizations and Employers' Associations of the Moscow Region. Systematically changing the cost of coupons for milk or other equivalent foodstuffs and MPN in case of changes in consumer prices in the Russian Federation. Providing the employees with a priority right to purchase vouchers to the Resort Hotel "Dubna" for recreation in the period from April to October of the current year in accordance with the applications of the JINR Social Insurance Committee. 756 privileged vouchers, including 108 children's vouchers, were distributed to the SPA & Resort Hotel "Dubna" in Alushta. About 600 preferential vouchers were to be allocated. 69 people visited sanatoriums on preferential vouchers. In the suburban municipal camp "Sosnovy Bor" (4 shifts) 79 schoolchildren had a rest, in the suburban camp "Salut" - seven. In the city camps on the basis of city schools 77 schoolchildren had a rest, in commercial camps - 40. The Institute paid 50% of the cost of the vouchers. The demand for vouchers to the out-of-town camp is much higher. Under execution. 6.6 Taking measures to maintain regular conditions of functioning of the parking lots of employees' cars near the checkpoint and JINR buildings. Measures were taken, the parking lots are functioning. The parking lot at the VBLHEP was increased by 50 places and currently, about 200 cars can park there. Under execution. 6.11. At least once a year, inviting Head of the Federal Budgetary Health Care Institution "Medical and Sanitary Unit No. 9" of the Federal Medical and Biological Agency to a meeting with JINR Directorate on the issues of medical care of JINR employees. In October 2024, the Joint Trade Union Committee met with Head of the Medical Unit No. 9 Irina Larionova. Based on the results of the meeting, in order to coordinate and to improve the efficiency of cooperation between JINR and the Medical Unit No. 9, to promptly remeet the issues arising from the appeals of the Institute's employees to the Medical Unit No. 9, a working group of representatives of the Institute and the Medical Unit No. 9 with the participation of the TUC Chairman was established by the order of JINR Director. Under execution. 6.12. Support of the organization of JINR veterans in holding festive evenings, honoring of veterans. By unanimous decision, the conference adopted a resolution on implementation of the parties' obligations under the Collective Agreement in full. At the end of the conference, an awarding ceremony for the Institute staff was held. Head of the Secretariat of the Human Resources and Records Management Department of JINR Svetlana Chikhalina, Head of the Technological Department of the Power Supply System and Automation of Physical Facilities at FLNR Sergey Pashchenko and Deputy Head of the Department of Accelerators at FLNR Kirill Gikal were awarded Honorary Diplomas of the Dubna City District. Head of the Group of High-Frequency Systems of Accelerators of FLNR Nikolay Pchelkin and the senior engineer of the Sector of Ion Sources of FLNR Dmitry Pugachev were awarded with the Gratitude of Head of Dubna City District.
