On the execution of the Collective Agreement of JINR for 2021

At a meeting of the Joint Committee of the Trade Union at JINR, the results of the fulfillment of obligations under the Collective Agreement of the Joint Institute for Nuclear Research for 2020-2023 in 2021 were considered.

Under the Collective Agreement, JINR Directorate took measures to maintain the level of the average monthly salary at JINR not lower than the average monthly salary in the Moscow Region. In 2021, the salary (tariff) part of the wages of all staff members of JINR was indexed by 4% in accordance with the decision of the Committee of Plenipotentiaries of the Governments of the JINR Member States on the budget for 2021 and obligations under the Collective Agreement. In addition, funds of the Incentive Fund of JINR's highly qualified staff were used, allocated as on the approved regulation. As a result, the average monthly wage at the Institute in 2021 increased to more than 11% (89 190 rubles). The minimum wage in compliance with the Collective Agreement and the Minimum Wage Agreement in the Moscow Region amounted to 15 500 rubles.

Staff members of JINR were provided with healthy and safe working conditions. Funding for improving working conditions in 2021 amounted to 86 836 210 rubles. JINR staff members were also provided with overalls, protective footwear, personal protective equipment on time and for free in accordance with current standards. There are staff members that are provided with medical meals, milk or other food products of equal worth, since meal is afforded for them under the current regulatory documents. The cost of meal coupons was indexed as on the consumer inflation index. Staff members engaged in work with harmful working conditions were provided with benefits and compensation in accordance with the Collective Agreement.

There were trip tickets at subsidized prices to the JINR SPA & Resort Hotel "Dubna" in Alushta for 1125 people (including children). This has been the maximum number in recent years. Approximately 100% of staff members' applications for trips were satisfied.

All the 71 JINR staff members wishing to take a rest in sanatoriums were provided with health resort packages at subsidized prices.

64 schoolchildren were on summer recreation in children's camps on the base of city schools. 114 schoolchildren took a rest in the countryside municipal camp "Sosnovy Bor" (4 shifts). The parent fee amounted to 10% of the total cost of the ticket to the children's camp. In 2021, about 50% of applications for tickets to camps were satisfied which were distributed by the Children's commission of TUC in accordance with the approved regulations. Most of the tickets were provided for the children of preferential categories (large families, single-parent families, etc.)

Measures were taken to ensure the regular functioning of car parks.

There is Voluntary Health Insurance (VHI) for JINR staff members. The expenses of the Institute for VHI in 2021 exceeded 43 million rubles.

In 2021, the agreement between JINR and the Medical Unit No.9 on the further provision of medical services for the staff members of the Institute was extended. Medical care is provided in the following specialties: cardiologist, gastroenterologist, otolaryngologist, ophthalmologist, primary care physician, ultrasonographer, functional diagnostician. A working group on improving the quality and availability of medical care along with the Directorate of the Medical Unit No.9 met regularly.

The joint Trade Union Committee of JINR decided: "The obligations assumed by the parties under the Collective Agreement of the Joint Institute for Nuclear Research for 2020-2023 should be mostly considered fulfilled in 2021."

In 2022, under the order of JINR Director, trip tickets to JINR SPA & Resort Hotel "Dubna" in Alushta at subsidized prices are provided for 990 JINR staff members. Applications were admitted by the commissions of the subdivisions of JINR until 15 April.

Tickets to children's camps for schoolchildren on the first shift, allocated by the Department of Public Education of the Administration of the City of Dubna on an application prepared by the Children's commission of TUC, have been preliminarily distributed. In 2022, the regulatory documents of the Moscow Region were amended. The opportunity to receive a ticket to children's camps for 10% of the cost (payment by the employer 90%, followed by compensation from the social insurance fund 50%) is excluded. The Administration of the Institute agreed to pay 50% of the cost of the ticket. A ticket to the countryside municipal camp "Sosnovy Bor" at subsidized prices costs 16 450 rubles and to city children's camps it costs 5250 rubles.

By order of JINR Director, a total number of 100 health resort packages at subsidized prices to sanatoriums have been established, for the payment of which JINR staff members can receive compensation in the amount of 1450 rubles per day of stay in a sanatorium and health resort institution, with ticket duration of at least 12 days. Compensation will be paid based on the package of documents, issued by the JINR Social Insurance Committee, including a doctor's recommendation (sanatorium and health resort card form) and confirmation of receiving a complex of medical services according to the ticket scheme.
