The work of the UTUC recognized as satisfactory

On 21 February, the United Trade Union Committee approved a report on the work of the trade union organization in 2023 and recognized the work as satisfactory.

The trade union organization at JINR is headed by the United Trade Union Committee that consists of 27 people elected at the reporting and election conference on 16 February, 2022. The trade union organization carried out work in the areas of activity provided for by the trade union charter and the legislation of the Russian Federation. During the reporting period, the United Trade Union Committee carried out constructive cooperation with JINR Director for Social and Labor Issues. The obligations of the parties under the "Collective Agreement of the Joint Institute for Nuclear Research for 2020-2023" on 22 February 2023 were recognized as largely implemented by the decision of the JINR labor collective conference.

A new "Collective Agreement of the Joint Institute for Nuclear Research for 2023-2026" has been concluded. A number of changes and additions have been made as compared to the previous Collective Agreement due to changes in legislation, clarification of wording and a significant increase in the amount of payments to employees at the birth of a child and relatives of deceased employees.

The Administration of the Institute requested the motivated opinion of the Trade Union in cases provided for by the Labor Code of the Russian Federation. Most of the regulatory documents in the field of social and labor relations were adopted in agreement with the Trade Union. JINR has joined the Dubna city tripartite agreement between local authorities, the Coordination Council of Trade Union Organizations and Dubna employers. An Agreement on labor protection was concluded between Directorate of the Joint Institute for Nuclear Research and the United Committee of the Trade Union for 2023.

The implementation of the agreement and section 5 of the Collective Agreement "Labor Safety" was monitored. All labor safety instructions were adopted in agreement with the UTUC. In accordance with the Collective Agreement, the cost of coupons for therapeutic and preventive food and milk was indexed.

The implementation of measures to improve working conditions and safety at JINR, provided for by the Agreement has been ensured. Financing amounted to 135.242.962 rubles.

The Trade Union monitored compliance with labor legislation on issues of hiring and dismissal, staff reduction, provision of benefits and guarantees during work and upon dismissal of workers and the assignment of pensions for work in hazardous working conditions.

The application of an employee of RCM on the issue of transfer to another job in violation of the established procedure was considered by the Committee on labor disputes at JINR. The Committee recognized the employee's demands as fair and made a decision in his favor.

Medical care for employees was provided under compulsory and voluntary health insurance (VHI) programmes. VHI financing amounted to about 40 million rubles.

Representatives of the Trade Union took part in the work of joint committees with the Administration of the Institute: to monitor the progress of implementation of the Collective Agreement; social insurance; on labor disputes; labor protection committee; on certification of employees, others. Chairman of the UTUC took part in the work of the JINR Science and Technology Council, the Council of the Programme of Social and Infrastructure Development Projects. Chairmen of the PAC took part in the work of directors' meetings and Science and Technology Councils of the Institute's departments.

During the reporting period, in accordance with the decision of the Committee on the budget of the Institute, the salary (tariff) part of the wages of all employees was indexed by 4% and the ranges of official salaries were indexed by the same amount. The average monthly salary at the Institute increased by 5.6%. The wages of workers in the self-supporting departments of the Institute increased noticeably (more than 10%), with the exception of RCM.

Workers bought vouchers to sanatorium-resort institutions in the country and neighboring countries on their own. After treatment, employees received compensation in the amount of 1.800 rubles upon applications to the Social Insurance Committee of the Institute, for each day of stay in the sanatorium, with a stay of at least 10 days and a doctor's referral. The costs of purchasing discounted vouchers are largely financed from the Institute's budget. Everyone who had a doctor's referral visited the sanatoriums with a doctor's referral - 99 people. 800 discounted vouchers were provided for the Resort Hotel "Dubna" in Alushta, 550 vouchers were distributed, including 100 for children and 27 at full price.

The Children's Committee of the UTUC took an active part in:

  • organizing summer holidays for children of Institute employees;
  • forming a list of children to receive New Year's gifts and their distribution (1696 gifts, worth 970 rubles);
  • organizing entertaining and educational activities for children.

Children and employees of the Management, FLNR and ITS attended the New Year's performance in the Kremlin Palace. The cost and payment procedure for the events were determined by the trade union committees of the departments.

There were 11 city camps based on schools (2 shifts), a country camp "Sosnovy Bor" (4 shifts) and 4 commercial city camps. 109 schoolchildren rested at the Sosnovy Bor suburban municipal camp. 63 schoolchildren rested in city camps on the basis of city schools and 11 - in commercial camps. After the appeal from the UTUC, JINR Directorate decided to pay 50% of the cost of the vouchers. The total cost of a trip to the Sosnovy Bor camp was 40.000 rubles, to city camps - 11.000 rubles. The cost of vouchers to commercial camps varied and depended on the shift and the length of stay in the camp during the day. Parents of children that did not have enough vouchers to city and country camps organized by GORUNO paid 50% of the cost of vouchers to commercial camps.

The UTUC and Trade Union Committees of the departments organized excursion tours: Volgograd, Belarus, Tyumen - Tobolsk, Kolomna - Ryazan - Konstantinovo, Murmansk, Vladivostok - Khabarovsk, Yaroslavl - Karabikha.

Visits to Moscow theaters, concert venues, exhibitions, the Kimry Drama Theater and trips to shopping and leisure centres in Moscow were organized. The Union's expenses in 2023 for cultural work amounted to 2.201.100 rubles.

JINR Directorate provides sports facilities to employees at 50% of the cost. The UTUC pays 25% of the costs of trade union members involved in health groups. 1.200-1.300 Trade Union members regularly engage in physical education and sports at the Institute's sports facilities. The Union's expenses for sports work amounted to 2.645.700 rubles.

The Trade Union Committees of the Institute's departments analyzed the implementation of the Collective Agreement, made proposals for its amendments and additions, took part in directors' meetings and in the meetings of other collegial bodies for heading the work of departments, analyzed the state of working conditions and monitored the implementation of regulations on labor protection. They provided financial assistance to Trade Union members in the total amount of 12.245.900 rubles, organized work to provide vouchers to the Resort Hotel "Dubna" and school camps, carried out cultural and sports work among employees, organized excursions, developed sections and health groups.

Chairman of the UTUC took part in the work of the city tripartite Committee on regulating social and labor relations, he is a deputy of the Council of Deputies of the city, chairman of the permanent deputy Committee of the Council of Deputies of the city of Dubna on economics, entrepreneurship, investments, scientific-production and housing-and-municipal complexes and a member of the Central Committee of the Russian Trade Union of nuclear energy and industry workers.

Chairman of the UTUC has constantly held meetings with Trade union members on various issues.
