From the resolution of the 133rd session of the Scientific Council

General provisions

The Scientific Council takes note of the comprehensive report of JINR Director Grigory Trubnikov that covered the decisions of the session of the Committee of Plenipotentiaries of the Governments of the JINR Member States (Hurghada, Egypt, 23 November, 2022), the implementation of the current Seven-Year Plan for the Development of JINR in 2017-2023, as well as the events in the field of international cooperation of the Institute.

The Scientific Council notes with regret the secession of the Republic of Poland, Ukraine and the Czech Republic from the JINR Member States as of 1 January, 2023. The Scientific Council holds high hopes that the geopolitical crisis in Eastern Europe will soon find a peaceful solution that will allow these states to regain their lost membership in JINR.

The Scientific Council welcomes the participation of the national delegation of the United Mexican States, headed by His Excellency Eduardo Villegas Mejias, Ambassador of the United Mexican States to the Russian Federation in this session.

The Scientific Council listened to the report "Mexico - JINR enhanced cooperation: some areas of potential interest", presented by President of the Mexican Physical Society Ana Maria Cetto and thanked the speaker.

The Scientific Council welcomes the signing of the "Joint declaration of intent for joint activities in fundamental and innovative applied scientific research between the National Council for Science and Technology - CONACYT (Mexico) and the Joint Institute for Nuclear Research" that took place at the session of the Scientific Council on 16 February, 2023 and looks forward to expanding the participation of Mexican researchers in JINR activities and strengthening cooperation with the Mexican research community at large.

The Scientific Council notes with satisfaction the practical measures taken by the JINR Directorate to strengthen cooperation with scientific organizations and universities in China based on partnership coordinated at the governmental level.

The Scientific Council expresses its interest in maintaining a high level of cooperation with the scientific organizations of all European countries that have always played a key role in the research programme of JINR.

The Scientific Council notes with satisfaction the progress in the implementation of the current plan for research and development of the JINR scientific infrastructure and the significant contribution of the Institute to the achievements of international collaborations.

On the draft of the Seven-Year Plan for the Development of JINR in 2024-2030

The Scientific Council notes with satisfaction the report on updating the draft of the Seven-Year Plan for the Development of JINR in 2024-2030 presented by JINR Director Grigory Trubnikov.

The Scientific Council shares the opinion of JINR Directorate that the revised draft of the Seven-Year Plan for the Development of JINR is fully consistent with the architecture and logic of the Strategic Plan for the Long-term Development of JINR until 2030 and beyond. The Scientific Council emphasizes that the presented plan contains an ambitious international scientific programme and the human and financial resources requested for it are optimal. The Scientific Council is pleased to note that the updated plan is a significant improvement over the previous version. The recommendations of the 132nd session of the Scientific Council have been taken into account in finalizing the draft plan. The Scientific Council welcomes the inclusion of a section on risk evaluation in the revised plan. The Scientific Council emphasizes that the reduction of the scientific programme and of the resources of this plan will inevitably result in a decrease in the competitiveness of JINR among international scientific organizations.

In order to complete the process of peer review of the Seven-Year Plan and to prepare the optimal implementation of the first stage in the current JINR Topical Plan for JINR Research and International Cooperation, the Scientific Council recommends to organize a joint working group that will include representatives of all three PACs and to take into account the comments of this group in the recommendations of the meetings of PAC in June 2023.

Recommendations on the work of PAC

The Scientific Council takes note of the recommendations developed at the PAC meetings in January, 2023 and presented by Chairman of the PAC for Particle Physics Itzhak Tserruya, Chairman of the PAC for Nuclear Physics Valery Nesvizhevsky and Chairman of the PAC for Condensed Matter Physics Denes Nagy. The Scientific Council requests the JINR Directorate to take these recommendations into account when drawing up the Topical Plan for JINR Research and International Cooperation in 2024.

General issues

The Scientific Council welcomes the efforts of JINR Directorate to update the approach to the development of the Topical Plan for JINR Research and International Cooperation by implementing the Regulations on structuring and planning of scientific research at JINR, as well as measures to evaluate risks and reduce them.

Reports of young scientists

The Scientific Council listened with interest to the reports of young scientists that were selected by the Programme Advisory Committees to be presented at this session: "Investigation of the correlation between the kinetic energy of a track and its energy response in ZDC for run 7 of the BM@N experiment" by Ksenia Alishina (VBLHEP) and "Structural investigations of Li-ion batteries in the research of their functional characteristics" by Meir Erdauletova (FLNP). The Scientific Council thanks the speakers and welcomes such selected papers in the future.

The Scientific Council approved E.M.Anitsash, N.V.Antonenko and O.V.Teryaev as Deputy Directors of the Bogolyubov Laboratory of Theoretical Physics (BLTP) until the end of office of BLTP Director D.I.Kazakov.

The Scientific Council announces vacancies for the positions of FLNP and MLIT Deputy Directors. Approval for the posts will take place at the 134th session of the Scientific Council in September, 2023.
