External meeting of the Committees of the Parliamentary Assembly of the Union State of Russia and Belarus

On 6 June, a joint meeting of the Committees of the Parliamentary Assembly of the Union State of Russia and Belarus on Economic Policy and the Committee of the Parliamentary Assembly on Budget and Finance was held at the JINR International Conference Hall.

It was opened and presided by the Chairmen of the Committees V.V.Seliverstov (Belarus) and S.G.Mitin (Russia). The meeting, combined with a visit to Dubna by a delegation of the National Academy of Sciences of Belarus, was attended by members of the committees, representatives of financial and control bodies of both states. One of the main issues on the agenda was the discussion of the conclusion of the Accounts Chamber of the Russian Federation and the State Control Committee of the Republic of Belarus on the report of the Council of Ministers of the Union State on the execution of the budget of the Union State for 2021. The meeting participants also discussed the preparation of the draft budget of the Union State for 2023 and the development of new programs, projects and activities of the Union State.

Opening the meeting, V.V.Seliverstov expressed his admiration for Dubna that met them, but even more - for the cordiality and hospitality of the hosts. In turn, welcoming the guests, JINR Director G.V.Trubnikov noted that from the very first days Belarus stood at the origins of the formation of the Institute and its scientific program, participated in the development of the main facilities of JINR and became a connecting bridge for many countries whose envoys participate in activities of the Institute, including more than five and a half thousand of its employees. Director described the six main areas that make up the JINR scientific program, the unique basic facilities that ensure the competitiveness of research implemented in Dubna, including innovative areas. The average age of the Institute's staff is about fifty years. "We believe that JINR's contribution to the development of the economy and social development of our countries consists not only in achieving outstanding fundamental results, not only in innovative, applied developments, but also, of course, in increasing human capital," Director noted. "Every year more than 800 young people from many countries of the world take training at the Institute, including about 100 young envoys from your country. In this way, we prepare highly educated personnel for many countries who can find themselves in the most sought-after professions. You can always count on our capabilities and resources of our Institute. We are very grateful to you for your support and contribution to the development of fundamental science. I wish you fruitful work!"

The development of the program of the Union State "Accelerator complex based on superconducting resonators" ("Accelerator - SPR") that was reported by S.G.Mitin, Ministry of Education and Science of Russia and L.G.Britch, The National Academy of Sciences of Belarus, was among the projects considered at the meeting. Academician-Secretary of the Department of Physics, Mathematics and Informatics of the National Academy of Sciences of Belarus Academician A.G.Shumilin joined the discussion. He briefly commented on the discussions: "The event is undoubtedly important and useful. And it is very good that it takes place in Dubna. There are concrete results in our scientific and technical project. But it is quite difficult to immediately understand what is being developed. And of course, it is necessary to involve our parliamentarians in the promotion of such developments. There is a fair criticism of us here as well. We are not specialists in the field of finance and we need the desire and ability to understand each other, up to the organisation of training seminars."

The participants of the meeting visited the JINR interactive exhibition at the Cultural Center "Mir", examined the NICA complex at the Veksler and Baldin Laboratory of High Energy Physics.

The delegation of the academic and research sector, together with A.G.Shumilin, included Director of the State Scientific Institution "B.I.Stepanov Institute of Physics of the National Academy of Sciences of Belarus" M.V.Bogdanovich, Director of OJSC "Minsk Research Institute of Radiomaterials" Yu.M.Kernasovsky, Director of the State Institution "Center for Geophysical Monitoring of the National Academy of Sciences of Belarus" G.A.Aronov, Director of the State Scientific Institution "Institute of Mathematics of the National Academy of Sciences of Belarus" S.V.Lemeshevsky, Deputy Director for Science - Head of the Research and Production Center "Technology" of JSC "Minsk Research Institute of Radiomaterials" A.A.Pavlyuchik, Deputy Head of the Center "Fundamental Interactions and Astrophysics" of the State Scientific Institution "Institute of Physics named after B.I.Stepanov of the National Academy of Sciences of Belarus" D.V.Shelkovy, Chief Researcher of the State Institution "Center for Geophysical Monitoring of the National Academy of Sciences of Belarus" A.G.Aronov.

On 7 June, working meetings were held between Heads of scientific centers of Belarus and their colleagues from Dubna - Directors of Laboratories and leading JINR specialists. On the same day, excursions were made to the Dzhelepov Laboratory of Nuclear Problems, Flerov Laboratory of Nuclear Reactions and Frank Laboratory of Neutron Physics.
