About the main events at the Institute
and healthcare in the city

On 20 April, the meeting of the JINR Science and Technology Council was held in the International Conference Hall. The agenda of the meeting included a review of events concerning the activities of the Institute since the previous meeting of STC, as well as reports made by the heads of medical institutions of Dubna - the Medical Unit No. 9 and the Dubna City Hospital.

JINR Director Academician Grigory Trubnikov delivered a report on the current state of affairs, activities and events at JINR. First of all, the Scientific Leader of the Laboratory of Radiation Biology JINR, RAS Corresponding Member Evgeny Aleksandrovich Krasavin received congratulations on his 80th anniversary.

Later, the JINR Director pointed out the results of the meeting of the JINR Scientific Council, the JINR Strategic Development Programme for 2024-2030 presented at the meeting, the concept of the modernisation of the Topical plan, work on the Regulations on Grants and Programmes of Plenipotentiary Representatives of the Governments of the JINR Member States.

Grigory Trubnikov noted that at the sessions of JINR Programme Advisory Committees held in June 2021 and in January 2022, the themes and projects of the current Seven-Year Plan for the Development of the Joint Institute for Nuclear Research for 2017-2023 were approved for implementation until the end of 2023, which provided full expert support for the Institute's scientific programme.

Furtherly, the speaker informed STC about the extraordinary meeting of the Plenipotentiary Representatives of the Governments of the JINR Member States, held on 17 and 21 March, as well as about the Statement on preserving the unity of the Institute, its scientific mission and international partnership in a peaceful environment, adopted by the Committee of Plenipotentiary Representatives. The statement expressed commitment of the CP JINR to unconditional values of international scientific cooperation for the sake of peace and a coherent constructive attitude towards the active implementation of the scientific programme of JINR. Under this Statement, the Institute works on the implementation of the research programme, JINR Directorate is in active collaboration with the Plenipotentiary Representatives of the Governments of the JINR Member States, issues of cooperation with CERN are under discussion. The previously scheduled visits of JINR delegations to Belarus and Armenia have been held.

The successful long run at the accelerators of the NICA complex, the installation of two new clusters of the neutrino telescope during the recently completed regular Baikal expedition, the well-coordinated work of MLIT to ensure the smooth functioning of all computer resources of the Institute, the commissioning of the new X-ray irradiation facility SARRP for LRB are among the achievements of the JINR Laboratories in the first quarter of 2022, highlighted by the Director. He also drew attention to the modernisation of the IBR-2 reactor, the DC-140 accelerator, the preparation of experiments on the study of the properties of elements 112 and 114 at the DC-280 accelerator, as well as the construction of the medical accelerator.

The Director's report included important statistics: the Institute's budget is fulfilled by 84%, the salary (fixed salary) of the JINR staff members will be increased by 10% and that of the workers of production units - by 20% in 2022. The establishment of Lomonosov Moscow State University branch "Dubna", the opening of Information Centers in Arkhangelsk and Yerevan, the start of construction of a modern checkpoint at the site of DLNP and many other events were among the positive ones in the report.

The second part of the STC meeting was dedicated to medical issues. Acting Head of the Medical Unit No.9 of the FMBA of Russia Irina Ivanovna Larionova gave a report on the work and new opportunities of the Medical Unit No.9. She spoke about the structure and organisation of the institution, which today serves 17 enterprises of the city. The repair, equipment and modernisation of the Medical Unit are underway in accordance with the adopted development strategy of the Medical Unit No.9 for 2021-2023. In particular, mobile teams for visits to enterprises have been created, the repair of premises is nearing completion and the Industrial Medical Care Center has been created. An electronic system for medical examinations has also been created in the Medical Unit and now there are no queues here. Remote monitoring and the palliative department are introduced, a rehabilitation department has been opened and now another one is going to be commissioned; one of the most significant issues is being solved - the creation of a vascular center. Words of gratitude were not once expressed to JINR Directorate for their support and assistance.

The Head Doctor of the Dubna City Hospital Alexey Valentinovich Osipov reported on the work and opportunities of the municipal medical institution. The introductory part of the report covered information about the structure and the number of staff members. He provided more details about the Surgical center, that started operating two years ago. For three months of this year, medical assistance has been provided to 2,258 patients, including those from other cities and for the previous year 6,5 thousand operations were performed. Problems such as the repair of the maternity hospital, the establishment of the unified children's polyclinic in the right-bank part of the city were also mentioned in the report. In addition, some demographic indicators in Dubna as compared to the regional ones were presented. Alexey Osipov noted with satisfaction that for the first time in many years, the Dubna City Hospital develops in cooperation with the Medical Unit No.9. Everything is done in concert, it was agreed not to poach staff, not to create duplicate services. Such activities make us hope for further improvement of work of the medical institutions in Dubna.
